You can learn a language. For example: you want to learn the language English. To learn the vocabulary you need materials, such as books, films and magazines. By reading those and watching them you learn words and by constantly repeating them and using them in real life it slowly comes natural. The accent you can learn by listening to the accent you want to speak. You can record yourself practicing the accent, or ask somebody to listen and then you can hear what is good and not good. The grammar you can practice with books and just repeat everything an eventually you learned a new language.

Difference between learning and acquiring is that with learning a language is that you learn everything about a language, so not only the accent but also grammar. Acquiring a language you only know how to speak it and that is more accent wise.
